National Standards Approval Draft

Publicizing in front of the society on February 14, 2018

"The new standard has been appropriately relaxed based on the current standards in terms of maximum speed, vehicle weight, motor power, etc., mainly considering the reality of the expansion of consumer travel and the accelerated pace of life in recent years." The relevant person in charge of the Ministry of Industry and Information Technology explained .

Must have pedal riding function

In response to the lag in the update of the national standard for electric bicycles, the Ministry of Industry and Information Technology, the Ministry of Public Security, the State Administration for Industry and Commerce, and the General Administration of Quality Supervision, Inspection and Quarantine (National Standards Committee) have revised and revised the "General Technical Conditions for Electric Bicycles" . The revised standard name is "Electric Bicycle Safety Technical Specifications". 》 .

The new standard clarifies that electric bicycles are non-motorized vehicles and must have a pedaling function, that is, they can be driven by human power . This fundamentally draws a line with electric mopeds, which is also a necessary prerequisite for electric bicycles to be included in the management of non-motor vehicles.

The maximum speed is increased to 25 kilometers per hour

The new regulations also clarify that the maximum speed of electric bicycles is increased from 20 kilometers per hour to 25 kilometers , and the motor control system should have anti-speed tampering design.

At present, the National Road Traffic Safety Law stipulates that the maximum speed of electric bicycles shall not exceed 15 kilometers per hour. To this end, the new regulations also stipulate that when the driving speed reaches 15 kilometers, the tone should be continuously issued ; the instruction manual should also state that the electric bicycle should be driven in the non-motor vehicle lane, the maximum speed should not exceed 15 kilometers; there is no non-motor vehicle lane. On the road, you should drive on the right side of the roadway.

The vehicle quality is adjusted to 55 kg

In terms of vehicle weight indicators, the new regulations stipulate that the maximum vehicle quality (including batteries) of electric bicycles is adjusted from 40 kg to 55 kg.

Motor power is adjusted to 400 watts

In response to the frequent fire hazards caused by electric bicycle charging in recent years, the new regulations require the motor power to be adjusted from 240 watts to 400 watts , and the fire performance and flame retardant performance are increased.

It is proposed to set a transition period of six months to one year.

The Ministry of Industry and Information Technology said that the new standard will be set up for a period of six months to one yearfrom the release to the formal implementation of the new product development, production line adjustment and inventory product digestion, which is subject to the time specified in the official release of the standard.

Q: What should I do if the consumer has purchased an electric bicycle that does not meet the new standard?

A: After the new standard is officially implemented, appropriate solutions will be formulated by local governments to gradually digest over-sized electric bicycles in a few years through natural scrapping, trade-in, discounted repurchase, disbursement of subsidies, and inclusion in motor vehicle management .
